I'm copy-pasting the announcement that was made by Toufmade on the french community's main forum, and below is my translation.

Salutation à toutes et à tous !

Le métagame Peasant de la saison 2018 nous a semblé équilibré dans son ensemble, même s’il est toujours possible de l’améliorer et de le rendre encore plus riche. Cela dit, un deck au moins nous pose problème quant à son winrate global et à sa capacité à gagner des parties trop facilement dans les tous premiers tours de la partie. Le deck en question a eu le meilleur score cumulé sur la dernière CDF (pour les jeux joués en au moins deux exemplaires) et depuis cet excellent résultat il fait nettement plus de performance. Le deck en question est, si vous ne l’avez pas déjà compris, Infect.

Changement de la banliste et quelques explications supplémentaires

Invigorate est désormais bannie
Le problème principal que nous posé Infect était sa capacité à voler trop de parties dans les tous premiers tours, l’objectif de ce bannissement est donc de le ralentir pour faire remonter son tour critique. De plus, la carte triche avec les règles de Magic, son contrecoup étant nul dans le cas d’infect. Enfin la carte permettait aussi de se protéger gratuitement de certains anti bêtes.

Autres pistes envisagées
Comme il a été spécifié plus haut dans l’annonce, même si le méta nous semble équilibré, il est sans doute possible de l’améliorer. Il a été envisagé de débannir certaines cartes. Notamment : Berserk, Delver of Secret, Imperial Recruter et même Mana Drain. Malheureusement, le manque de temps dû au travail à réaliser sur Infect, et à la complexité de certaines cartes, a fait qu’il était impossible de tout suffisamment tester avant la date buttoir. Ces cartes seront donc testées dans leur nouvel environnement afin de voir s’il est possible de les débannir sans que cela casse le format.

2018's Season Peasant metagame has seemed to us balanced overall, even though it is still possible to improve it and make it even richer. That being said, one of the decks at least is problematic to us regarding its overall winrate and its ability to win games too easily in the very first turns of the game. The deck in question has had the best cumulated record in the last French Cup (among decks played in at least two copies) and since this excellent result he performs [Manudesbois: understand "wins"] much more often. The deck in question is, if you haven't understood it yet, Infect.

Invigorate is now banned
The main problem we have with Infect is its capability of stealing too many games in the very first turns, the objective of the ban is to slow it down to have its critical turn delayed. Moreover, the card cheats with Magic rules, its backlash being null in the case of Infect. At last the card also allowed to protect for free from some removals.

Other leads considered
As specified above in the announcement, even if the metagame seems balanced, it is undoubtely possible to improve it. It has been considered to unban some cards. In particular : Berserk, Delver of Secret, Imperial Recruter and even Mana Drain. Unfortunately, the lack of time due to the work achieved on Infect, and to the complexity of some cards made it impossible to test everything in a sufficient way before the deadline. Those cards will therefore be tested in their new environment in order to see if it is poossible to unban them without it breaking the format.

Vlalutscher Jan 28, 2019, 1:51 PM I totally disagree on the banning. The deck was far from being broken and there is no rule that says a game has to have at least any number of rounds. There are plenty of cards that interact very well on T1 (e.g. Snuff Out, Curfew, Fume Spitter, dead weight). I don't know why it is necassary to weaken a deck just because of a the possability to win fast, even though it was not overperforming by any means. And I didn't even play the deck myself for a long time or was interessted in playing it in the near future. Just my 2 cents.
